Timeline Model
R1.1 separates structural Level from structural Delta so a dated snapshot can describe condition without implying trend.
Structural Level describes what the dimension condition is at a dated observation. Structural Delta describes how it changed only when a valid comparable prior observation or explicit change event exists. A single structural snapshot can establish a Level, but usually cannot establish a Delta.

| Concept | Meaning |
|---|---|
| Atomic Observation | A dated observation derived from frozen artifacts, with effective_at and known_at kept separate. |
| Level State | The observed structural condition; not a quality label or score. |
| Delta State | Direction of change relative to a valid comparable prior state, or an explicit change event. |
| Prior Comparable Selection | Requires same subject, dimension, measurement concept, compatible method, and earlier effective_at. |
| DAY to WEEK to MONTH | Executable aggregation lineage; MONTH resolves to WEEK, DAY, atomic observations and artifacts. |
| No Look-Ahead | Evidence cannot appear before its known_at date. |
| Sparse Data Rule | One dated point is rendered as a sparse point, not a continuous history. |
| Level Age vs Delta Age | Age is descriptive metadata; unestablished Delta has no Delta age. |
| Future RDL Freshness Overlay | Age fields exist for later policy, but no thresholds are configured. |
