# GDR-SE Method v0.1

Status: METHOD PILOT

GDR-SE is the StructEvidence profile of Genesis Decision Reliability. It evaluates whether a research finding is ready for publication, paid delivery or monitor use. It is not a structural state engine, evidence consistency layer, market context engine, entity-health metric, rating system or source of facts.

Method laws:

- Research finding is not publication authorization.
- Research finding is not paid delivery authorization.
- Structural change is not monitor alert authorization.
- Prediction is not authorization.
- Abstention is a valid scientific output.
- Every authorized action must carry a counterfactual.

GDR-SE may downgrade or veto. It must not upgrade incomplete evidence.
